Zelensky Calls for Escalated International Pressure on Russia Amid Intensified Attacks

KYIV, June 21, 2025 — Ukrainian President Volodymyr Zelensky has issued a renewed plea for stronger international action against Russia following a surge in missile and drone strikes across Ukraine. In a series of statements this week, Zelensky stressed that only forceful measures—such as tougher sanctions and a crackdown on Russia’s oil trade—can halt Moscow’s ongoing aggression.

Zelensky’s call comes after a devastating wave of Russian attacks, including the largest overnight drone assault since the start of the full-scale invasion, which targeted Kyiv, Odesa, and other cities, resulting in multiple civilian casualties and widespread destruction. He emphasized that “without truly strong pressure on the Russian leadership, this brutality cannot be stopped,” urging the United States, European Union, and global allies to demonstrate greater determination to force Moscow toward peace.

The Ukrainian president specifically urged the EU to strengthen its upcoming 18th sanctions package, targeting Russian oil tankers and the financial sector, and advocated for a lower price cap on Russian oil exports. “A limit of $45 per barrel is preferable to $60, that’s evident, that’s true. However, genuine peace will be achieved with a ceiling of $30,” Zelensky said, arguing that such measures would significantly impact the Kremlin’s war financing.

Zelensky also addressed the United States, stating that current diplomatic efforts are insufficient to deter Russian President Vladimir Putin. He called for a shift from what he described as a “warm conversation” to a more assertive stance, including increased military aid and economic sanctions. “Russia cannot be stopped by words alone. It’s like a train moving at high speed with no one at the controls,” Zelensky warned, highlighting the urgency for decisive Western intervention.

Despite expressing gratitude for previous U.S. support, Zelensky acknowledged recent strains in relations, particularly after a contentious meeting with President Donald Trump at the G7 summit in Canada. The summit ended without a unified statement on Ukraine, and Trump’s abrupt departure left Zelensky’s hopes for new weapons agreements unfulfilled. Nonetheless, Zelensky reiterated Ukraine’s readiness to negotiate with Putin, provided the country's sovereignty is respected, and signaled openness to a minerals deal with the U.S..

European leaders, including French President Emmanuel Macron and Polish Prime Minister Donald Tusk, have reaffirmed their commitment to Ukraine, condemning Russia’s actions and pledging continued support. Meanwhile, Ukraine is preparing a diplomatic overhaul, with Zelensky announcing changes in the Foreign Ministry and diplomatic corps to bolster international backing ahead of the upcoming NATO summit in The Hague.
